Series EE - Series EE bonds can be redeemed when they are at least 12 months old from date of issuance. If Series EE savings bonds are redeemed within the first 5 years from issuance, the owner forfeits the last three months of interest. Series EE bonds accrue interest for 30 years before reaching full maturity; only some have reached full maturity.
Series H - Series H bonds were discontinued in 1979. All Series H savings bonds have reached full maturity and no longer accrue interest.

The Changing Policies Of Medicaid: What The Trump Presidency Plans To Implement

Recently, the President’s administrative council came forward to talk about their plans to implement a ‘block granting’ system, through which the state government will now be given grants to run the Medicaid for the people of that state. This is not the first time that the Republican Party has come forward in favor of the ‘block granting’ system. In the past, the system has been spoken about, but never implemented on the scale President Trump plans to. There has been a lot of debate about whether or not this method will be useful to the state governments and if the state governments will be able to handle the cost of Medicaid for the people living there.


Currently, Medicaid covers over seventy-five million children and adults all over the country. People are dependent on this coverage to handle their medical expenses. Traditionally, the state-supported Medicaid in conjunction with the Federal government, which made handling the financing of Medicaid a lot easier. The federal government would provide these grants to the states depending on the poverty rate of the people living there. States like Mississippi have the federal government contributing to around three-thirds of their Medicaid budget, while the ratio in more well-developed states is far less. This flexibility has enabled all the states in the country to provide a uniform code of Medicaid. With the introduction of the new system, the states are entirely dependent on themselves to support the Medicaid plans, which may end up having more inconsistencies in the way the system works.

 

Prospects Of Implementation


So what are the odds of this plan falling into place? The Republican Party has time and again expressed interest in implementing this system. The party feels like it can improve the workings of Medicaid in the country, and thereby provide a much better coverage to the people who are in need of this. Since most of the people who opt for Medicaid belong to the working and lower income groups, they feel that these state-funded policies will work a lot better for the citizens of America. The bill to enable this policy needs at least 51 votes to pass, which is possible if they get a simple majority of votes, however, is still unsure if definitively the bill will pass.

A Small Increase In Social Security Equals Big Trouble For Recipients

Each year, Social Security recipients anxiously await their cost of living increase. This year, many were disappointed to find that their increase was a paltry .3 percent, to countless Social Security benefit recipients. While any extra income is welcomed, this amount will barely buy a gallon of milk, for most. Next year, it looks like more of the same. The inflation rate is low, and the payout boost will also be truncated. Some say that it is because of the reduced gas prices. The COLA, or cost of living adjustment, affects over 70 million people. With the average Social Security check being around $1,238 each month, most recipients will receive an increase of just under $4 per check. 

Medicare Part B Increases Will Devour COLA

To add insult to injury, Medicare Part B rates are on the increase. Next year, it is estimated that the increase in these plans, which are subtracted from Social Security checks, will eliminate the COLA. Thankfully, it is prohibited that the Medicare Part B costs are raised higher than the COLA. It is called the “hold harmless” measure, and it protects most Medicare receivers. Consequently, some regulations state that those receiving Part B has enough money coming in to be able to pay for the estimated 25 percent medical services expenditures. Due to this regulation, many recipients are required to cover the cost of the entire rise in premiums out of pocket. Historically, the only time a COLA raise has exceeded two percent was back in 2011. Since that date, it has been small amounts that are barely noticeable on the checks. 

Drastic Reductions Cause Many To Use Retirement Accounts

These drastic reductions in the COLA and increases in premiums are causing many people to use their retirement accounts to live. Thus, they are running out of funds quicker than they expected. It is estimated that people will spend about 30 years in retirement. These accounts that were made for this length of time are being drained at a much faster rate because of price hikes. 

Many are upset and feel that the government doesn’t have a clear understanding of the expenses that the elderly population incurs. While they are quick to point out that fuel costs have dropped over five percent in the past year, they leave out the part that health care expenses have risen by over five percent. If an elderly person doesn’t drive a vehicle, and many don’t, then they will not receive the full benefit of reduced gasoline prices. However, many of them will feel the impact of higher medical care costs.
